Responsibilities
  • Assesses needs and develops LC Regional IT Security program and guidelines, advises the Regional IT Manager on IT Security Strategic Plans, helps to formulate and monitor IT security budgets, identifies and addresses IT security workforce planning issues, develops metrics for program management and conduct audits to ensure compliance and system reliability and accessibility.
  • Serves as the Regional Information System Security Manager (RISSM) with responsibility for planning, coordinating, integrating, and providing advisory services to assure that adequate security measures (administrative, physical and technical) are established to protect the Region's information resources. Represents the LC Region on Reclamation-wide IT Security Teams, or sub-teams as needed.
  • Analyzes and interprets Federal Information Security Management Act (FISMA), Interior, Reclamation, and LC Region guidelines, policies, procedures, directives and standards related to IT programs and provides management with expertise, advice, and recommended actions to solve or mitigate problems and/or issues. Ensures FISMA requirements are integrated and/or executed in a way that results in an acceptable level of risk as documented in the system’s security plan to include personnel security, incident handling, security awareness, continuity of operations, training and education, and ensuring that adequate managerial, operational, and technical safeguards are being operated and maintained. Accountability for and oversight of the LC Regional day-to-day security and information assurance responsibilities as listed in the DOI IT Security Policy Handbook to include the roles and responsibilities of system administrators; business owners; information system security managers; and project managers of LC Region IT systems.
  • Develops an appropriate risk management program commensurate with the sensitivity of systems installed at each facility. Provides guidance, assistance and regular periodic reviews of threats and vulnerabilities to IT and facility managers to properly assess risks and determine effective measures to minimize such risks.
  • Responsible for Critical Infrastructure Protection; Patch, Change and Configuration Management; and Plans of Action & Milestones for procedural implementation. The incumbent also holds the position of Security Incident Response Team (SIRT) Coordinator and performs Regional IT security inspections and audits, prepares Regional Risk Analysis, prepares or assists in the development and testing of Regional Office IT Contingency Operations (COO) Plan, prepares and reviews IT Security Plans, and generates required reports noting the status of IT security initiatives.The incumbent may be contacted by phone after hours and on weekends, as needed, for IT security issues and/or emergencies; for this reason the incumbent will be required to carry a government phone.
